Or thats at least what the warning sign tells you when you start black ops while steam is in offline mode. And as far as I know its even possible to play zombies on the local network. If that doesn't work, list your computer specs. There is a solo mode for zombies that can also be played offline. Like the other poster said, verify the game cache.
